Green Economy Financing Facility Azerbaijan

• USD 100 million Green Economy Financing Facility (GEFF) established by the EBRD to support investments in climate mitigation, climate adaptation and other green economy technologies and services in Azerbaijan.
• The Facility aims to accelerate Azerbaijan’s green economy transition by improving access to finance for eligible green investments across the residential, commercial and industrial sectors.
• Financing will be provided through partner financial institutions. The list of partner institutions will be published following the completion of partnership agreements.
• Eligible investments will be assessed in accordance with the EBRD’s GEFF eligibility criteria and supported by the Green Technology Selector and dedicated technical expertise.
• The Facility is supported by a comprehensive Technical Assistance package, including technical assessments, project implementation support, capacity building for partner financial institutions, market awareness activities and advisory services for eligible investments.
• The Facility promotes gender-responsive green finance, supporting inclusive access to green financing while strengthening the capacity of financial institutions to develop sustainable finance products.
• The Technical Assistance package is financed by the European Union through the Economic and Investment Plan Facility, the EBRD Shareholders Special Fund, and the Azerbaijan–EBRD Cooperation Fund Account.
