Georgia updates net metering rules for microgeneration

In May 2025, Georgia introduced key amendments to the Law on Energy and Water Supply, changing how small-scale renewable energy producers—like households and businesses with solar panels—are compensated under the net metering system.

What’s changing?

• From 1 January 2027, new microgeneration systems (under 100 kW) will no longer receive exemptions from system operation and market service fees.
• Instead of annual offsetting, a monthly net billing model will apply: users will pay standard tariffs for electricity consumed and receive monthly payments for electricity fed into the grid—based on rates set by GNERC.
• Systems connected before 2027 can continue with current conditions (netting and fee exemptions) until 1 January 2033.
• Even if total national microgeneration capacity exceeds limits set by GNERC, connections will still be allowed before 2027 with adjusted compensation.

Some facts

• As of February 2025, 1,805 microgeneration systems are connected to Georgia’s grid—465 via Telasi and 1,340 through Energo-Pro Georgia.
