How Energy Modernisation of a School Building Improved Learning Conditions for 250 Children

In 2023, the management of the private Diplomat School in Balykchy, Issyk-Kul region, decided to improve learning conditions for children and reduce heating costs. The school approached Bank Kompanion, where it was offered the opportunity to participate in the KyrSEFF programme and receive a grant for energy-efficient solutions.

KyrSEFF is implemented with the support of the European Bank for Reconstruction and Development (EBRD).

“Diplomat” School

“We learned about KyrSEFF directly through the bank. They explained that by implementing energy-efficient technologies, up to 15% of the loan amount could be returned as a grant. We decided to try — and the results exceeded all expectations,” says school director Meiramkul Atabaeva.

The old school building, with a total area of 725 square metres, had an uninsulated façade, which caused significant heat losses. Due to the cold indoor conditions, children had to wear warm outer clothing in classrooms, frequently fell ill, and teachers were forced to conduct lessons in challenging conditions. After consultations with KyrSEFF specialists, the school management decided to insulate the façade, walls, and ceiling, and install new windows. A 12-cm basalt insulation layer was used, significantly improving thermal performance.

“Your specialists worked very professionally, providing guidance at every stage — from choosing materials to proper insulation methods. We felt the results already in the first winter,” Meiramkul Atabaeva noted.

Classroom temperatures increased to 24–25°C, while fuel consumption dropped sharply. Previously, the school used around 30 tonnes of coal per heating season; after the modernisation, consumption decreased to 10–12 tonnes per season.

The savings amounted to nearly a threefold reduction in heating costs, while indoor comfort increased substantially. Following the successful insulation project, Diplomat School took out a second loan from Bank Kompanion to construct and insulate a second building for preschool preparation, with an area of 130 square metres.

Energy-efficient technologies were integrated into the new building from the outset, allowing it to retain heat even without active heating.

“At present, we do not heat the new building at all — it retains warmth on its own. After the renovation and insulation, not only the quality of education has improved, but also the overall atmosphere. Children no longer sit in jackets; they move freely and stay focused during lessons. Illness rates have decreased, parents stopped transferring children to other schools, and student enrolment has grown. Today, around 200 children study at the school, with about 50 children attending the preschool preparation unit,” shares Meiramkul Atabaeva.

Teachers note that students now absorb material faster and participate more actively and confidently in lessons. Diplomat School actively cooperates with schools in Kazakhstan and Uzbekistan, as well as universities that place students at the school for practical training.

Students regularly participate in olympiads, competitions, and academic conferences. Achievements include:

  • Grand Prix awards in literature, history, and performing arts

  • 2nd place at an international mathematics olympiad (2025)

  • Multiple wins and prizes at national creative competition.

Energy efficiency is not only about savings  it is about children’s comfort and health. In the future, the school plans to build an extension and install an energy-efficient heating system based on a heat pump, with a complete transition away from solid fuels.
