Kyrgyz Sustainable Energy Financing Facility (KyrSEFF)
US$ 20 million credit line facility from the EBRD to participating financial institutions in Kyrgyz Republic for on-lending to individual households, housing associations, housing management companies and housing cooperatives and corporate clients, small and medium businesses, industrial clients investing in energy efficiency and renewable energy projects.
Overall, the facility’s investments in projects have contributed to saving more than 109 million kWhof energy per year and more than 31,650 tonnes of CO2 emissions per year.
Loans were provided by 4partner financial institutions: KICB, Demir Bank (DKIB), Bai Tushum, FINCA.
Borrowers could select pre-approved technologies, such as insulation, boilers, solar PV, that meet the high energy efficiency standards from the online Technology Selector.
Advisory services from experts were made available to borrowers and partner financial institutions and included energy assessments, training and marketing support. The advisory aims to support borrowers in selecting the best solutions and implementing their projects.
The advisory services and investment incentives were funded by the following donor: the Investment Facility for Central Asia (IFCA) of the European Union (EU).
As part of the facility, the EBRD conducted policy dialogue with the local government and other public sector clients as well as private sector associations, aiming to shape the legal and regulatory environment to be more conducive to green investments. Policy dialogue covered areas such as improvement of technical standards, capacity and tools for law enforcement of the legislation on energy efficiency of buildings and amendments of the housing regulations.
