Bulgarian Residential Energy Efficiency Credit Line (REECL)
Bulgarian Residential Energy Efficiency Credit Line was developed by the EBRD and supported by the KIDSF grant for financing energy efficiency investments at a residential level and this includes complex solutions for low-energy performance in building-level sub-projects in multi-family apartment buildings and family houses.
Total REECL framework comprised of EUR 110 million funding providing finance more than 55,921 residential loans including 2,029 building-level projects. Of this, REECL3 only is a credit line of up to EUR 40 million
Loans were provided by 2 partner banks, the UBB and Piraeus.
Technical Assistance was adjusted to specific market segments for low-energy performance in building-level sub-projects in multi-family apartment buildings and family houses. Technical assistance funds enable further support for PFIs and the potential sub-borrowers in development of building-level projects in particular, interaction with technology suppliers and installers, up-date and maintenance of project tools.
Leading technologies under REECL3 are energy efficiency measures for Heating and Domestic Hot Water (DHW) including biomass, solar and gas boilers, central heating systems, heat pump systems, building envelope and some solar panels, elevators and recuperators.
